This 1-day online live training will explain how food contact materials are regulated in the EU. It will cover a wide range of topics, from the fundamentals of EU food contact materials (FCM) legislation – notably providing guidance on establishing compliance with EU requirements – to the latest developments in the EU, such as the EU's re-evaluation of FCM legislation.  This training will also detail what you need to know on the applicability of the REACH and biocidal products legislation to FCMs.

Ales Bartl has a PhD in Law and is an EU Regulatory Associate at Keller and Heckman in Brussels. He joined the law firm in 2020 and has been practicing EU product regulatory law for almost 10 years. He advises clients on regulatory compliance and represents clients before EU and national competent authorities on compliance and enforcement issues, including product withdrawals. Among others, he works on REACH, CLP, biocidal legislation, food law, cosmetics, electronic products and product and food safety.

Hazel O’Keeffe is qualified as a solicitor (attorney) in Ireland, as well as in England and Wales. She is a Partner in Keller and Heckman’s Brussels office. She joined the law firm in 2007 and previously worked for two international law firms in Brussels in the regulatory field, and she also completed an internship at the European Commission. Her practice focuses on the regulation of food contact materials in the EU. She assists clients in establishing a suitable status for all types of food contact materials (notably, plastics, paper and paperboard, printing inks, coatings, adhesives, silicones and rubber) at both EU and Member State level. She also advises on the requirements applicable to biocidal products, materials in contact with drinking water, packaging waste, medicinal products and cosmetics in the EU.

Rachida Semail

Keller and Heckman, Belgium

Rachida Semail is affiliated with the Paris bar and is a Food Packaging Attorney at Keller and Heckman in the Brussels office. She joined Keller and Heckman in 1997 and assists clients with food packaging matters, covering a broad spectrum of regulatory matters from establishing a suitable status of food contact materials, be it plastics or other types of materials, such as coatings, adhesives or printing inks, to advising on mutual recognition in those non-harmonized areas and where needed on liability and product recalls. Thanks to also her food law expertise, she is very well positioned to advise on obtaining enzymes, flavorings, and food additive clearances of particular relevance to active packaging. Rachida is also well-versed in other regulatory matters relating to the Biocidal Products Regulation, the Drinking Water Directive and national certification schemes as well as the medicinal products and cosmetics legislation.

Tjoena Siere is an Analytical Chemist and a Staff Scientist at Keller and Heckman’s Brussels office. She joined the law firm in 2019 and previously worked for TNO for 26 years focusing on food packaging and was a Partner in a consultancy firm where she focused on the preparation and submission of dossiers to EFSA, FDA or national authorities for the authorisation of new substances in food contact materials. At Keller and Heckman she provides technical guidance to the firm’s attorneys in the regulatory compliance of substances used in food contact materials.
