The PPWR creates a legally binding demand for recycled plastics from 2030. However, the legal framework governing the supply of recycled plastics presents several interconnected challenges. These relate to how waste becomes a secondary raw material, how information is transferred along the value chain, and whether materials can move freely across the EU. Together, these challenges can impede the circulation of recycled plastics compared to virgin materials.
This webinar will explore four key bottlenecks at the intersection of waste, chemicals and product legislation that affect the circulation of recycled plastics within the legal framework for secondary raw materials:
1. End-of-waste uncertainty
How do differing approaches to end-of-waste status across the EU affect the circulation of recycled plastics?
2. Chemicals information asymmetry
What challenges arise when information on substance composition is lost along the recycling chain?
3. Regulatory incoherence
